Editorial Regulations
Editorial Board Regulations
The following regulations govern the composition and activities of the Editorial Board of the Korean Association of Private Tutoring Studies.
Article 1 (Election of the Editor-in-Chief and Editorial Board Members)
1. The Editor-in-Chief shall be elected through recommendation or nomination by the Editorial Board members and appointed by the President of the Association in accordance with Article 3, Paragraph 3 of the Operating Rules of the Korean Association of Private Tutoring Studies. The term of office shall be two years and may be renewed.
2. Editorial Board members shall be elected through recommendation or nomination by the Editorial Board and appointed by the Editor-in-Chief. The term of office shall be two years and may be renewed.
Article 2 (Authority and Duties of the Editor-in-Chief and the Editorial Board)
1. The Editor-in-Chief shall serve as the head of the Editorial Board composed of Editorial Board members and shall oversee all matters related to the publication of The Journal of Private Tutoring Research, the official journal of the Korean Association of Private Tutoring Studies.
1) Public announcement of the call for manuscript submissions
2) Appointment of Editorial Board members and reviewers
3) Convening of Editorial Board meetings
4) Decision on the publication of manuscripts
5) Other matters related to the editing and publication of the journal
2. Editorial Board members shall assist the Editor-in-Chief and are responsible for all matters related to the publication of The Journal of Private Tutoring Research.
3. Decisions of the Editorial Board shall be made by the consent of more than half of those in attendance, with the attendance of more than half of members. In the event of a tie, the Editor-in-Chief shall make the decision. Online decision-making procedures shall follow the same standard.
Article 3 (Composition and Qualifications of the Editorial Board)
1. The Editorial Board shall consist of approximately ten members, including the Editor-in-Chief.
2. The appointment of Editorial Board members shall be made at the first Editorial Board meeting held after the new Editor-in-Chief's term begins.
3. Editorial Board members shall, as a general principle, be selected from regular members of the Korean Association of Private Tutoring Studies who hold a doctoral degree, who are university faculty members at the rank of full-time instructor or higher, or who are full-time researchers at national research institutes or equivalent research institutions. However, if the Editor-in-Chief deems it necessary for the composition of the Editorial Board, members may be appointed from among those who have achieved distinguished research accomplishments or who are recognized for outstanding research ability.
4. When selecting Editorial Board members, consideration shall be given to balance in terms of academic field, region, and age.
Article 4 (Role of the Editorial Board)
The Editorial Board may intervene in the review process as follows when necessary to enhance the quality of The Journal of Private Tutoring Research and to ensure fairness in review standards:
1. Manuscripts that have been published or are under review in other journals, as well as simple summaries of published books or research reports, may not be submitted. If such facts are subsequently discovered, the Editorial Board shall retract already published articles through appropriate procedures, and shall halt the review of manuscripts under consideration.
2. If the Editorial Board determines that there are issues with the final review results, it may resolve to conduct a new review process.
3. When necessary, the Editorial Board may request materials used in the preparation of submitted manuscripts (e.g., survey analysis data).
Article 5 (Review Criteria)
Reviewers shall evaluate manuscripts objectively and fairly according to the following criteria:
1. Does the manuscript contribute to the development of policy research (or development)?
2. Is the argument clear and the logical development sound?
3. Does the manuscript sufficiently reference existing research?
4. Notification of Decision: The final decision shall be rendered based on the consolidated review results in accordance with the manuscript submission guidelines. For manuscripts receiving an Accept decision, the author shall be notified and requested to submit the final manuscript and file. For manuscripts receiving a Revise and Resubmit decision, the author shall be notified and requested to submit the revised manuscript together with a summary of revisions and supplementary materials. Revised manuscripts shall be requested to be submitted within 10 days.
Article 6 (Re-review)
Manuscripts that have received a Revise and Resubmit decision in the initial review shall be processed as follows:
1. Review Request: When the revised manuscript is received, re-review shall be requested from the reviewers who issued the Accept with Revisions decision. The re-review period shall be approximately 10 days.
2. Decision and Notification: After determining the re-review results in accordance with the decision criteria table, the author shall be notified following the same procedure as the initial review.
Article 7 (Confirmation and Printing)
The collection and publication of final manuscripts for printing shall be conducted as follows:
1. Author Proofreading: Manuscripts with confirmed publication shall undergo a one-week author proofreading period, after which the final print-ready manuscript shall be submitted and compiled.
2. Publication: Manuscripts that have completed author proofreading shall be published after verification of the print format by KoreaScholar.
Article 8 (Handling of Rejected Manuscripts)
For manuscripts receiving a Reject decision, the Editorial Board shall notify the author of the reasons for rejection in the name of the Editorial Board, and submitted manuscripts shall not be returned. However, the manuscript may be resubmitted after fundamental revision of its content, provided that six months have elapsed from the date of the final decision.
Article 9 (Objection)
If a manuscript that received an Accept with Revisions decision in the initial review is determined to be Rejected upon re-review, the submitting author may, within 10 days from the date of the decision notification, file an objection attaching specific reasons and supporting evidence. Upon receipt of the objection, the Editor-in-Chief shall refer the matter of accepting a third review to the Editorial Board, and the Editorial Board shall deliberate and decide within 14 days of receipt.
If the objection is determined to be valid, the Chair of Reviewers shall appoint three new reviewers, who are not the previous reviewers, to conduct the third review. In doing so, experts in the relevant field shall be recommended and selected. The selected reviewers shall be provided with the initial and re-review manuscripts, the manuscript revision table, and the review opinion forms when the review is requested. The third review may only result in an Accept or Reject decision, and publication shall be permitted only if two or more of the three reviewers issue an Accept decision. The final decision shall be confirmed through review by the Editor-in-Chief, and no further objections shall be permitted. If the objection is determined to be invalid, the original Reject decision shall be confirmed.
Article 10 (Confidentiality of Review Content)
The Editorial Board shall guarantee the anonymity of reviewers and shall not disclose the content of review results to anyone other than the submitting author. However, when requested by the submitting author and accepted by the reviewer, mutual opinions may be exchanged through the Editorial Board.
Article 11 (Deferred Publication)
Even for manuscripts that have received a confirmed publication decision, publication may be deferred at the author's request or according to the Editorial Board's publication schedule.
Article 12 (Certificate of Forthcoming Publication, etc.)
A Certificate of Forthcoming Publication or a Certificate of Publication shall be issued, upon request by the submitting author, after the manuscript's publication has been confirmed or after The Journal of Private Tutoring Research has been published, respectively.
Article 13 (Plagiarism)
If a manuscript published in The Journal of Private Tutoring Research is found to have reproduced or appropriated another person's creative work without proper measures, the matter shall be processed in accordance with separate plagiarism handling guidelines.
Supplementary Provision
These regulations shall take effect from September 1, 2025.

1. Manuscript Submission and Length
(1) Manuscripts shall be prepared using Hangul (HWP) 2010 or Microsoft Word.
(2) Manuscripts shall be approximately 20 pages in length, including references.

5. Citation (In-text) Methods and Examples
(1) For short citations, the content shall be incorporated directly into the body text. For long citations (three lines or more), the content shall be set apart from the body text.
(2) When set apart, one line shall be left blank above and below the cited portion, and a margin of five characters shall be set on both the left and right sides, with a line spacing of 170.
(3) When the cited work or author's name appears in the body text, the year of publication, or the year of publication and the relevant page number, shall be indicated in parentheses.
(4) When the cited work or author's name is not mentioned in the body text, parentheses shall be placed at the end of the relevant section, containing the author's name and year of publication.
(5) When citing multiple references for a single point, the references shall be separated by semicolons (;). When there are multiple authors, all authors shall be listed up to three; for four or more authors, only the first author shall be mentioned, followed by '외' for Korean references and 'et al.' for English references.

6. Editing Format and Examples for Tables and Figures
(1) Table titles and figure captions shall use Shinmyeongjo 9.6 pt, Width 90, Spacing 0.
(2) Text within tables shall use Shinmyeongjo 9 pt, Width 90, Spacing 0, Line spacing 130%.
(3) Annotations to tables and figures (sources, etc.) shall use Shinmyeongjo 8 pt, Width 90, Spacing 0, Line spacing 130%.
(4) Table titles shall be placed at the top left, and figure captions shall be placed at the bottom center.
(5) Table and figure numbers shall be assigned in sequential order.
(6) Tables and figures shall be prepared by the author in a form that allows them to be copied and printed as is from the original.
7. Reference Format
(1) References shall be limited to those cited or mentioned in the body text. Following APA style, Korean references shall be arranged in alphabetical order of the author's name (가나다 order), and foreign references shall be arranged in alphabetical order (Asian references first, followed by Western references).
(2) When the same author has two or more works, they shall be presented in chronological order of publication. When multiple works are published in the same year, they shall be designated with a, b, c, etc.
(3) References shall be presented in the order of author name, year of publication, title, journal name, place of publication, and publisher. For journal articles, volume, issue, and page numbers shall be specified. For Korean references, the titles of books, periodicals, journals, and journal volumes shall be in bold. For English references, the titles of books, periodicals, journals, and journal volumes shall be in italics, with the first letter of each word capitalized.
(4) Online journal articles and references shall include identifying information.
